Abdelhamid Mellouk

Full-time Professor at University of Paris-Est Creteil (UPEC), Networks Telecommunications (N\&T) Department-IUT CV, IT-Health Department-EPISEN and LiSSi-TincNET Research Team, France.  He is an active member of the IEEE Communications Society and held several offices including leadership positions in IEEE Communications Society Technical Committees. He has published/coordinated fourteen books and several refereed international publications in journals, conferences, and books, in addition to numerous keynotes and plenary talks in flagship venues. He serves on the Editorial Boards or as Associate Editor for several journals, and he is chairing or has chaired (or co-chaired) some of the top international conferences and symposia (including ICC and GlobeCom).

Abdelhamid Mellouk is a Professor of Universities, Class Exceptional 2, the highest academic rank in France. He founded and currently leads a specialized engineering program accredited by the French Commission des Titres d’Ingénieurs (CTI), focusing on new technologies for high-value-added services in healthcare. He has held visiting professor roles at universities worldwide. Pr. Mellouk holds a PhD in Artificial Intelligence and Computer Engineering. His pioneering research on neural networks and digital AI, starting with his 1994 doctoral thesis, paved the way for predictive neural network systems that were precursors to current technologies like Siri and Alexa. His research led to the first predictive neural network system for continuous speech recognition, using methods now recognized as “Deep Learning.”

Pr. Mellouk’s research has influenced the development of bio-inspired real-time control mechanisms for dynamic systems, telecommunications, and high-value-added applications in healthcare and security. He is the inventor of a revolutionary concept in Quality of Experience (QoE), shifting focus from purely technical metrics to user-centered experience in system transport. His work has had global recognition and continues to push scientific boundaries, particularly in distributed knowledge bases and AI-driven Software-Defined Networks (SDN). He has supervised 25 PhD dissertations and published over 250 scientific papers, with many appearing in top-tier (Q1) journals.

Recognized in Stanford University’s 2021 list of the top 2% of global scientists in Artificial Intelligence, Telecommunications, and Information & Communication Technologies, Prof. Mellouk has received numerous accolades, including the IEEE Distinguished Technical Achievement Award in 2020. His extensive contributions include two patents with Airbus and a leading role in various international and national committees, including the IEEE Communication Society. He co-chairs the “Data Science & Artificial Intelligence” committee at the European competitiveness cluster Systematic, which brings together leading businesses and academic institutions. Additionally, he has delivered lectures in over 40 countries, chaired 50 international conferences, and contributed to numerous expert panels in academic and industrial research.

Pr. Mellouk’s dedication to bridging science and society is exemplified through his involvement in public and private advisory roles, where he has conducted numerous missions and evaluations on regional, national, and international levels.

Research Networks International :

  • Appointed since January 1, 2019, to the Scientific Council of the European organization IoT European Digital Innovation Hub. My role is to participate in the meetings of this body and contribute to structuring its research activities.
  • Appointed as a French representative since April 1, 2018, to the Franco-Algerian evaluation commission, responsible for the disciplinary area of “Computer Engineering, Networks, and Telecommunications,” in charge of selecting university exchange programs under the Franco-Algerian ProfasB+ program. I handle 200 files annually.
  • Appointed since February 1, 2019, to the Board of Directors of the public Spanish institute AIR at the University of Valladolid. My role is to provide external opinions on the institute’s management, attend two annual meetings, and produce scientific reports on the submitted files. I handle an average of 10 files annually.
  • Appointed since January 1, 2020, to the Scientific Council of the Algerian Thematic Research Agency in Health Sciences (ATRSS), equivalent to the ANR in France. I am responsible for chairing the project evaluation committee for scientific projects submitted to the agency’s funded calls for projects.
  • Invited speaker at the latest Global Forum for Artificial Intelligence (GFAI) held in Paris from October 28 to 30, 2019, which brought together 200 global experts.
  • Appointed as a voting member of the IEEE Communication Society Conference Development Board from 2019 to 2020 (two-year term), responsible for strategy and development of all IEEE ComSoc conferences. The board meets 2-4 times a year.
  • Appointed as a consultative member from 2016 to 2019 of the IEEE Communication Society Globecom/ICC Technical Content Committee (GITC), responsible for the development of the two flagship ComSoc conferences, ICC and GlobeCom. The committee meets 2-4 times a year.

International Distinctions​ :

  1. Distinguished Technical Achievement Award – Awarded by the IEEE Communication Society in 2020. This annual award recognizes scientific and technical contributions by a scientist. It was presented for my work in routing and switching using innovative Artificial Intelligence approaches in telecommunications networks.
  2. Service Accomplishment Award – Awarded by the IEEE Communication Society in 2018. This recognition was given for my leadership and scientific direction as chair of a technical committee within the IEEE Communication Society.
  3. Distinguished Service Award – Awarded by the IEEE Communication Society in 2013. This annual award recognizes the scientific activities of a researcher in a specific field. I received it in recognition of my work on adaptive Quality of Experience (QoE) in communication networks.
  4. Service Accomplishment Award – Awarded by the IEEE Communication Society in 2012 for my role as a leader and scientific director of a technical committee within the IEEE Communication Society.

In the French higher education system (ESR), within the corps of University Professors, there are four grades (PR2, PR1, PREx1, and PREx2). Upon nomination to the corps, individuals start at PR2. These ranks are subsequently obtained based on a dossier assessed on three criteria (Research, Pedagogy, and Responsibilities) through a highly competitive national competition (involving all candidates nationwide with a very high level of competition due to the ratio of available promotion spots to the number of candidates). Promotions are also possible through local contingents (involving only candidates from the same university and assessed internally by the University’s bodies, with a much lower level of competition). Each promotion is accompanied by a salary increase.
